惠譽信評的「 國內信用評等」提供了受評機構在某些國家主權評等相對較低的國家內債信的相對衡量以滿足當地的需求。國內風險最低者的評等為「AAA」，而其他債信則為相對之風險等級。國內信用評等的設計是為了當地投資人在當地市場投資所使用，故在評等等級之後加上所在國家之註記以為區別，例如「AAA(twn)」以代表台灣的國內信用評等。因此，各國國內信用評等等級無法在國際間相互比較。
