惠譽-香港/新加坡/台北2009年4月2日：惠譽今日確認花旗集團海外各子公司的支援評等 '1' 。惠譽認為有鑒於其海外市場的重要性，花旗集團將會持續支援其海外子公司的運作。於此次評等調整，惠譽亦同時調降部分花旗海外子公司的長期外幣發行人違約評等(IDR)及短期外幣IDR，以達到花旗海外子公司之評等一致性。
花旗集團的海外金融市場被視為該集團核心策略之一，包括花旗(台灣)商業銀行(花旗(台灣))等子公司皆屬於其核心的區域金融中心的一部分。惠譽認為美國政府對擁有系統重要性的金融機構如花旗集團等的支援承諾，將可使花旗集團海外子公司持續履行其財務承諾。
花旗(台灣)評等調整如下:
--長期外幣 IDR從'A+' 調降為 'A'; 展望 '穩定';
--短期外幣IDR 從 'F1+' 調降為 'F1';
--國內長期評等從'AAA(twn)' 調降為 'AA+(twn)' ; 展望 '穩定';
--國內短期評等確認為 'F1+(twn)'
--支援評等確認為 '1'
